PERFORMANCE BASED WORK STATEMENT: Marketing Coordinator/Program Recruiter
I. INTRODUCTION/BACKGROUND:
Since 1990, SABIT (Special American Business Internship Training Program) at the Department of Commerce (DOC) has provided market and business training to professionals from Eurasia. Providing a unique opportunity to facilitate cross-border cooperation with Eurasia, SABIT helps American organizations form relationships with potential customers, distributors, or partners, who can assist in facilitating profitable international transactions. As relationships of mutual trust are the most significant aspect of interactions between partners in joint ventures, contractual arrangements, or business relations in Eurasia, the linkages formed through SABIT serve as a basis for new business development and often lead to real world results. The Marketing Coordinator/Program Recruiter is an integral part of the SABIT team, ensuring U.S. organizations are aware of the potential success of international partnerships available through SABIT grants and through participation as training hosts for group programs.
II. STATEMENT OF NEED:
The SABIT program has a requirement for a Marketing Coordinator/Program Recruiter. The Contractor shall provide the required services eight hours per day, Monday through Friday excluding Federal Holidays. The services include marketing the SABIT Program, gathering and recording feedback from SABIT Alumni and recruiting U.S. host organizations for group programs. Additional information about the SABIT Program can be found at http://www.mac.doc.gov/sabit.
The contractor shall become familiar with the details of the SABIT Program including: how one applies, how grants are evaluated, potential benefits to the U.S. business community and success stories in order to market the program to potential interns and organizations.
Marketing will be targeted toward the U.S. business community by a) identifying conferences, trade shows and other events at which to market the SABIT Program, and b) organizing and attending SABIT briefings for U.S. organizations and multipliers. The contractor shall identify strategies to expand participation in the SABIT Program into new industry sectors, multipliers and regions in the United States, with special emphasis on the U.S. scientific community.
The contractor is required to a) answer routine questions regarding SABIT Program rules and restrictions, b) gather, verify, and forward feedback from both U.S. host organizations and SABIT interns including requests for alumni activities, success stories, suggested improvements, setbacks, problems or market access issues to the SABIT Director, c) assist program staff with alumni event planning and logistics, d) conduct interviews for success stories, e) work closely with other Department of Commerce agencies to disseminate important SABIT Alumni information to the business community, f) develop and update content and style of SABIT website, g) assist program staff in logistical operations including acting as liaison between the group and U.S. host organization, arranging and adjusting housing, domestic, international and local transportation (SABIT reserves the right to approve any adjustments to the training programs), and h) participate in important events during the training sessions such as orientation, feedback sessions, and other group activities.
III. SCOPE OF WORK:
The major objective of this project is to develop an outreach program to promote the SABIT Program. Specific objectives have been defined with respect to the project work:
1. Promote SABIT by creating marketing materials, conducting market research to identify potential clients, conducting outreach, attending conferences, communicating with interested parties, and speaking with potential applicants.
2. Identify and recruit suitable U.S. organizations to host SABIT group programs by identifying the needs and interests of SABIT group members. Schedule and implement logistics for the group program.
3. Conduct outreach to SABIT Alumni through SABIT?s quarterly newsletter ?SABIT Exchange?, gather and verify feedback from U.S. host organizations and SABIT Alumni, generate success stories, and disseminate information about SABIT Alumni to the U.S. business community that may assist them in their business activities in Eurasia.
IV. TRAVEL:
The Contractor shall be required to travel a minimum of three to six times per year. Travel shall be for the purpose of site visits for group programs, recruiting and marketing throughout the United States. The Government shall establish a not-to-exceed ceiling for this requirement. All travel shall be in accordance with the Joint Federal Travel Regulations. The Contractor shall be required to provide documentation of their expense and will be reimbursed at actual cost.

VI. GOVERNMENT FURNISHED EQUIPMENT:
The U.S. Department of Commerce, International Trade Administration shall provide the contractor with office space at the Department of Commerce, computer, telephone, fax, and provide any supplies and mailing necessary to perform the contract.
VII. PERIOD AND PLACE OF PERFORMANCE:
The period of performance is for one year from the date of award. The place of performance is SABIT?s offices within the Department of Commerce in Washington, D.C.
VIII. ACCEPTANCE CRITERIA FOR SUBMITTING INVOICES:
Contractor shall be required to provide a bi-weekly progress reports to the Government Point of Contact (POC) with each invoice. The progress report shall summarize each significant tasks number of hours required to complete each task and the end-results. The Government will have a minimum of one week to review and accepted the progress report. Failure to provide the required information may result in a partial payment of the invoice or the invoice being rejected in its entirety.

Applicants will be evaluated based on their experience, education, and training shown on their application as it relates to the criteria listed below and their ability to implement the contract requirements. Applicants must include a resume and cover letter addressing the criteria listed below.
The service provider shall have:
a. Knowledge of marketing and advertising strategies and ability to draft and present marketing materials to the business community. Ability to develop and implement a marketing strategy for the SABIT Program.
b. Knowledge of history, government, demographics, and policies in Eurasia. Ability to speak and write in Russian preferable, but not required.
c. Familiarity with technical assistance programs to Eurasia.
d. Strong public speaking and intercultural communication skills.
e. Ability to conduct all communications in a professional manner.
f. Ability to perform liaison functions between various commercial organizations (including but not limited to U.S. government agencies, associations, state development agencies, world trade centers, and the business community) and the SABIT Program. Ability to organize SABIT briefings to the U.S. business community utilizing various multipliers to identify interested organizations.
g. Strong organizational skills, in particular, the ability to organize, plan and coordinate logistics involved in marketing the SABIT grant program to targeted U.S. industry sectors.
h. Strong administrative skills. Ability to stick to deadlines. Flexibility to adjust marketing strategy if additional opportunities become available. Ability to prioritize activities.

II. Past Performance:
Past performance may be evaluated in two parts, corporate experience (if applicable) and performance. Offerors must submit Past Performance References for contracts similar work performed. References shall include the following information:

Offerors with no past performance experience will receive a neutral score.
III. Price proposal
The Government anticipates a full time individual shall be needed to fulfill this requirement. Offerors shall provide a breakdown of their fully burden labor rates by named person or labor category. The price proposal must also include the actual number of labor hours proposed based on a work year of 2080 hours and should make allowances for holidays, vacation and sick leave.

| Scope: | USAID/Ukraine, Belarus, and Moldova anticipate an award of a five-year, performance based contract to support Financial Sector/Pension System Development (FD/PSD) in Ukraine. The procurement will be through full and open competition.
The purpose of USAID/Ukraine\'s Financial Sector/Pension System Development Project (FS/PSD) is to create a viable, effective financial sector which will promote economic growth and provide a sound private pension system.
The development of a viable, effective, financial sector will provide small and medium enterprises with access to financing to through the capital markets. In addition, USAID?s experience has demonstrated that when commercial banks realize that small and medium sized enterprises are obtaining credit through the capital markets, it can stimulate a competitive response which generates increased commercial bank lending to SMEs.
The development of a viable, effective, financial sector is also critical to the successful implementation of Ukraine?s mandatory, defined-contribution, private accumulation pension system. This second pillar pension system which is scheduled to go into effect in January 2007 requires that all employees contribute 7% of their salaries the private accumulation pension system. This will total a minimum of over $ 1 billion in contributions per year. Properly invested, these funds can become a major engine of economic growth. However, Ukraine?s nascent financial sector is completely inadequate to accommodate the investment of such sums of money. It is essential and urgent that the challenges of developing a financial market be met in order to protect the pension contributions of Ukraine?s labor force and to guarantee retirement payments to the country?s current and future pensioners.
The challenges to financial sector development in Ukraine include:
Prudential regulation and oversight, particularly in securities market and other non-bank financial markets, do not protect the public, nor stimulate the growth of financial markets.
Financial statements are not a reliable indicator of company financial performance and condition, and the public generally does not have access to accurate, understandable information on financial intermediaries
The capital markets infrastructure remains shallow, with inadequate non-bank financial institutions and instruments, insurance products, equity and debt markets, money market funds, corporate and municipal bonds.
The anticipated contributions to the Second Pillar pension system will quickly exceed domestic investment opportunities, which could result in a concentration in government securities, which will not fuel economic growth, or in sub-standard, high risk domestic corporate stocks and bonds.
Lack of progress in meeting these challenges can be attributed primarily to a lack of a modern joint-stock company law which incorporates the OECD principles of corporate governance which protect investors, and weak, inefficient financial market regulators.
To meet the challenges, the FS/PSD has set the following objectives:
Strengthen the capacities of the financial markets regulators to provide efficient and effective prudential regulation to the NBFI sector.
Broaden the range of financial instruments available for portfolio investment.
Strengthen the capacity of the pension system to enhance the operational capabilities of the pension fund providers, regulators, supervisors, and policy makers.
